The objective of the independent terminal evaluation is to provide an impartial assessment of project implementation, identify achievements and challenges, and assess performance against the approved objectives, outcomes and targets. The evaluation shall cover the full implementation period, including approved amendments and the revised logical framework. The evaluation shall determine how the project contributed to sustainable institutional capacity for chemicals and waste management, including implementation of the Basel, Rotterdam, Stockholm and Minamata conventions and the Global Framework on Chemicals (GFC). It shall provide lessons and practical recommendations to the Ministry of Environment, PRO MEDIU and the Special Programme Secretariat.
